Constitution of the Tri-Hall Weightlifting Club

Article I – Name

SEC. 1 – We the members of the Tri–Hall Weightlifting Club (THWC), Michigan Technological University, Houghton, Michigan, in order to provide for the undertaking and directing of the weightlifting activities for university housing and the promoting of the physical welfare of the members therein, do hereby establish this constitution for the Tri–Hall Weightlifting Club.

ARTICLE II – SCOPE OF POWER

SEC. 1 – THWC shall reserve the right to make rules and regulations needed for the proper functioning of the weight rooms in Wadsworth Hall, Douglass Houghton Hall, and McNair Hall.

ARTICLE III – MEMBERSHIP

SEC. 1 – All students of Michigan Technological University Housing and full–time staff of Michigan Technological University, shall upon payment of dues, be members of THWC according to housing policy. University Housing shall include the three (3) Residence Halls and Daniell Heights Apartments.

SEC. 2 – Sons, daughters or spouses, eighteen (18) years of age or older, of the Housing staff or students are eligible for membership.

SEC. 3 – The dues for the following year shall be set by the membership at the last meeting of the spring quarter.

SEC. 4 – All full–time staff of Michigan Technological University who are members of THWC shall enjoy all privileges of regular members of THWC except the right to vote at meetings or hold an office other than Club Advisor.

SEC. 5 – The president, treasurer, and advisor shall have the right to issue a $1.00/day guest pass to a person not eligible in SEC.1, provided not more than 3 passes per semester are issued to the receiving party, and the treasurer shall be accountable for sales of passes at each monthly meeting.

ARTICLE IV – GOVERNMENT

SEC. 1 – The executive body of THWC shall consist of the five (5) executive officers and four representatives (one from each housing area), and one (1) advisor who shall be a non–voting member of the executive body of THWC.

SEC. 2 – The executive body of the club shall have the authority to carry out the official business of the club between meetings.

SEC. 3 – A quorum shall consist of 2/3 executive body at any legally announced meeting.

SEC. 4 – Legislative measures, including constitutional changes, shall require a simple majority of a quorum to pass.

SEC.4–A – Any constitutional change must have a prior notice of one meeting.

SEC. 5 – The THWC shall keep a record of its constitution, by–laws, and proceedings on file with the club president.

SEC. 6 – Meetings shall be held on the first Thursday of each month, unless there are extenuating circumstances. The club President and club Advisor shall set the time and place of the meeting. Agendas for those meetings shall be posted in the weight room when the meeting notice is posted.

SEC. 7 – No meeting shall be held without the prior notification to the membership of at least three (3) days before the announced meeting date. A prior notification shall consist of written notice to the membership posted inside/outside the weight rooms and aerobic rooms, and an e–mail notice to the discuss–list subscribers.

SEC. 8 – All meetings shall be run according to Robert's Rules of Order.

SEC. 9 – Student RAs, MAs and the Security Coordinator will upon purchase of a membership, be entitled to a 50% reduction. (Note: Not included would be the Auxiliary Tech Membership Card fee.)

ARTICLE V – OFFICERS

SEC. 1 – The executive officers shall consist of the following offices: President, Vice–President, Treasurer, Secretary, and Librarian.

SEC. 2 – The term of each office shall be for one (1) year. No member can hold the same office position for more than two (2) years.

SEC. 3 – The president shall preside over all meetings and organize the agenda. The president shall act as a coordinator and steer all committees toward the completion of their goals.

SEC. 4 – The vice–president shall serve as a substitute during the absence of the president.

CLAUSE 1 – The vice–president shall be responsible for the club's publicity and reserving a room for the monthly meetings.

SEC. 5 – If the summer term dictates the absence of officers then a proxy, for the summer semester only, shall be voted on by two–thirds (2/3) of a quorum of the voting members present at the last meeting of spring semester. The latitude of actions allowed to be taken during the summer semester will be set down at this meeting.

SEC. 6 – The president shall have the authority to levy all fines.

SEC. 7 – The treasurer shall be in charge of keeping all financial records and fines of the club. The treasurer shall also be responsible for the ordering and selling of all supplements. The treasurer shall submit a written copy of all transactions occurring between each monthly meeting. A copy shall be e–mailed to the discussion list prior to the meeting and included as an addendum to the minutes of the meeting.

SEC. 8 – The secretary shall keep an accurate account of discussion and topics at each meeting and e–mail to the discussion list the meeting minutes no later than one week after the meeting date.

SEC. 9 – The duties of the advisor are to sign all checks for the club approved purchases, to be at all meetings and advance his opinion on what is best for the club, to know what the club can and cannot do under University Housing guidelines, to count all votes that are close and/or controversial, take over the duties of any officer who has been impeached, and run officer elections.

SEC. 10 – The Librarian shall keep an accurate record of books, pamphlets, etc., that belong to THWC. He/she is responsible for the loaning of the above items as well as their upkeep.

SEC. 11A – The five (5) executive offices and advisor shall be excluded from paying membership fees.

SEC. 11B – The four (4) Housing Representatives will upon purchase of a membership, be entitled to a 50% reduction. (Note: Not included would be the Auxiliary Tech Membership Card fee.)

ARTICLE Vl – ELECTION OF OFFICERS

SEC. 1 – The president, vice–president, secretary, treasurer, representatives, and librarian will be elected each year during the March meeting of spring semester. Newly–elected officers will occupy their office immediately following the meeting.

SEC. 1–A – The advisor shall be approved and/or elected at the September/fall meeting.

SEC. 2 – Impeachment proceedings can be levied against any executive body member of THWC. A simple majority can suspend the executive body member from his/her office until the next meeting when a vote of removal may be taken.

SEC. 3 – Any member of the executive body can be removed from office by a simple majority (1/2 + 1) vote of a quorum of members.

SEC. 4 – The reasons for impeachment of an officer are:

SEC. 5 – The election of officers shall be run by the club's advisor and shall include a secret ballot voting procedure.
